This study investigates the provision of employees’ motivation at Dar es Salaam City Council (DCC) in Tanzania, highlighting the challenges public organizations face in providing good motivation to its employees. The main objective is to examine how DCC deals with employees’ motivation and to determine the challenges it face in dealing with the question of staff motivation. The study used both primary and secondary data .Primary data was collected through questionnaires sent to 85 sampled employees at DCC. These primary data were supplemented by secondary data derived from various public documents. Findings reveal that DCC has a weak motivation scheme and even non-financial motivators such as recognition, career development, and promotional opportunities, are less emphasized and less offered. The study also identifies several factors that hinder the provision of motivation. These factors include budgetary constraints, poor human resources management, weak leadership and poor human resource policies. DCC needs to put in place robust mechanism that would address the issue of staff motivation and especially non-financial motivators. This may include psychological factors such as fairness, personal growth, and appreciation.
