INTERVENTION: placebo group: placebo;VB19055 tablets treatment group A (0.5mg):VB19055 tablets treatment (0.5mg);VB19055 tablets treatment group C (2mg):VB19055 tablets treatment (2mg);VB19055 tablets treatment group B(1mg):VB19055 tablets treatment(1mg); CONDITION: Hypertension (including refractory hypertension) whose blood pressure remains uncontrolled after treatment with two or more antihypertensive drugs PRIMARY OUTCOME: Sitting systolic blood pressure; SECONDARY OUTCOME: Sitting diastolic blood pressure; adverse events;ambulatory blood pressure monitoring;laboratory index; INCLUSION CRITERIA: 1. Adult male and female trial participants aged 18 years or above; 2. During screening, the average sitting systolic blood pressure (SBP) was >= 140 mmHg and < 170 mmHg, and during randomization, SBP was >= 135 mmHg and < 170 mmHg. Note: The average site‐position SBP/DBP is defined as the average of the three site‐position SBP/DBP measurements of automatic blood pressure measurement (AOBPM) during a single clinical visit. If the participants in the trial have not taken conventional antihypertensive drugs before their visit, they can have their average blood pressure remeasured once within 2 days after taking the medication. 3. Meet at least one of the following two conditions: (1) Uncontrolled hypertension: At the time of screening and randomization, based on the investigator's judgment, stably take two different therapeutic classes of antihypertensive drugs at the maximum tolerated dose (at least one of which must be a non‐potassium‐sparing diuretic) for
