Psychosocial factors associated with the performance of Brazilian capitals in adhering to social isolating

Considering cities and people's well-being and assuming that a greater presence of the state in relation to infrastructure and governance positively influenced the population's adherence to social isolation measures during the period of the COVID-19 pandemic, this study sought to observe psychosocial factors that may be associated with such adherence. For this, data and indicators were listed, from the point of view of smart cities, about governance, infrastructure and well-being conditions in Brazilian capitals and the panorama found was compared with the performance in the Índice de Permanência Domiciliar (IPD). This is a descriptive documentary study, whose data and indicators were selected through a documentary framework on the evaluation and monitoring of smart cities, in order to create a comparative scenario between the 27 Brazilian capitals. The results analyzed questions about health, culture, education, human rights, work, IDHM and performance in social isolation, divided between the structure offered by the state, the well-being prerogatives associated with the state and the performance of capitals in relation to measures of social isolation and possible associated factors. A clear cut of performance was found in the questions studied between the capitals of the Center-South region and the North and Northeast of the country and a notable permanence in the home among the Northeastern capitals in the periods observed. It is suggested that the infrastructure and governance conditions of the regions and capitals can influence adherence to social isolation measures and that specific local factors can and should have influenced the population's adherence to health propositions, reaffirming the need for national planning with applications adapted to local needs and vulnerabilities, in order to achieve greater condition and adherence to the measures ordered by the state. Finally, future studies or programs that aim at well-being in cities can and should relate the infrastructure, governance and ambience of cities to the psychosocial aspects relevant to the behavior of individuals and groups for greater effectiveness of measures in terms of adherence and community protection
